You may not require an eTA due to your travel status:

Canadian Citizens: Canadian citizens, including dual citizens, do not require an eTA. Instead, they must travel with a valid Canadian passport. If your Canadian passport is expired and you are traveling soon, you may be eligible for special authorization. Learn more here.
Canadian Permanent Residents: As a permanent resident of Canada, you do not require an eTA. You must travel with a valid Permanent Resident Card or Permanent Resident Travel Document. For more details, visit this page.

Your eTA application was not approved:

If you do not meet one of the exemptions listed above, your application may have been denied due to eligibility criteria or other government regulations. Unfortunately, the government does not always provide specific reasons for these decisions. However, if the government has provided additional details regarding your application, they will be included as an attachment in this message.
